Legislate that all cars carry their own blood alcohol test kits. I have 2 of these in my car, bought in England. To drive in Europe, you have to carry a wide range of objects not required in Australia or America.

I thought fresh markets would represent value. However, the prices were 20 to 40% higher than the supermarket. All I can think of is “maybe fresher”? The Russian Mafia are everywhere.
